We'd recommend you don't go out of your way to tell people they're not invited. If they haven't asked about your wedding, then there's no need to tell them.
However, if they ask about your wedding when you know they're not invited, there are kind ways to tell them. Here are some different reasons why they may not be invited (and that make great excuses!):
The budget
Inviting lots of guests to your wedding is extremely expensive! Most people will understand if the budget is the reason they are not invited.
Intimate wedding
Nowadays, more and more people are choosing to have intimate weddings with only their close friends and family. If this is the case, most guests will get your reasons for not inviting them.
Venue
Most wedding venues will be unable to cater for huge amounts of guests, and for particularly small venues, it is definitely a good excuse to use. Tell your friend that you'd love to invite them, but your venue simply cannot allow it.
Similarly, if you're having a destination wedding abroad, people may not mind that they're not invited. They can be expensive!
Family
If your family are paying, then you can say their budget couldn't extend to anyone who wasn't a close friend or family member.
Your friends and family may be disappointed that they won't be invited, but they are sure to appreciate that you were honest and kind when breaking the news.

If someone has done something hurtful to you that has stopped you from inviting them, then this can be a good time to address the situation.
If you feel like you can salvage the relationship, then you may want to address this a few months in advance of the day in case you change your mind.

If you are having a smaller wedding and can't afford to invite all the guests you wanted to, you may want to arrange another meet up. A nice dinner is a wonderful idea, and will make friends still feel special.
Alternatively, you could have a larger evening reception, so that people can be involved on your wedding day.
